    Helios HR is excited to partner with our client, a trusted federal systems integrator with over fifteen years of experience providing technology services to the federal sector, in their search for a Human Resources Director.  The Human Resources Director will manage and oversee the human resources function to include recruiting, employee relations, performance management, and workforce data analysis. It will also lead a team of three direct reports.

    Responsibilities

    • In concert with senior leadership, drive a culture of ongoing feedback, workforce development, and productivity enhancement through execution of the Firm’s performance management tools/process (performance Matters).
    • This position leads a recruiting team including a Technical Recruiter and Recruiting Coordinator and is ultimately responsible for managing the recruiting team effectiveness.
    • This position is responsible providing direction to a Human Resources Business Partner/FSO responsible for HRIS, onboarding, offboarding, benefit enrollment and training services.
    • This position is accountable and will ensure all policies and procedures are compliant with employment law and federal contractor regulations.
    • Develop reporting and data tools that drive recommendations and decisions regarding workforce planning, employee retention, total rewards, and other HR strategies.
    • Provide training and guidance to employees and managers with respect to goal-setting, writing self-evaluations, providing constructive feedback, etc.
    • Regularly review and modify (as needed) the company’s HR policies, procedures and practices, to include preparing and maintaining the Employee Handbook.
    • Provide guidance and training to company managers on the interpretation and administration of HR policies and processes to ensure they are being followed consistently.
    • Support the CEO and Leadership team with corporate strategic plans, initiatives, and HR-related activities.
    • Conduct annual compensation analysis to determine market rates, internal pay equity, and performance-based pay increases. Oversee annual bonus and awards processes.
    • Working with HRBP, oversea and ensure comprehensiveness of new-employee onboarding procedures recommending changes and upgrades to process to improve new hire experience.
    • Maintain the organization’s HR-related data in a confidential and accurate manner (using the Human Resource Information System), ensuring employee files are complete, performing employment verifications, and compiling workforce-related reports as needed.
    • Develop and maintain the corporate affirmative action program and file EEO-1 and VETS reports annually. Ensure that other records, reports and logs needed to conform to EEO/OFCCP regulations are maintained.

    Recommend best practice organizational training and support internal promotion and development efforts

    Qualifications

    • Bachelor's degree in Human Resources or related field with minimum of eight or more years of progressive human resources leadership experience
    • Ideally, candidates should have experience leading the HR function for a company of 500 or less employees for at least two-year period
    • Human Resources Certificate(s) such as SHRM-SCP and/or SPHR designations preferred 
    • Strong leadership and excellent communication skills, with the ability to work effectively with a wide variety of professional staff
    • High level of attention to detail with excellent organizational skills
    • Ability to navigate ambiguity and complex environments comfortably
    • Experience in growing and mentoring staff
    • Experience in presenting to and interacting across multiple levels in the customer’s organization
    • Demonstrable skills and experience in mediation, negotiation, presentation, and conflict resolution
    • Professional, flexible, and able to succeed in a dynamic environment
    • Strong organizational and time management skills
    • Able to communicate in a clear, consistent, and transparent manner
    • Experience performing HR services in a Federal Government Contracting environment required
