Helios HR has been engaged by a government contractor in Reston, VA to assist them in their search for a Human Resources Manager (HR Manager). This HR leader will be responsible for all aspects of Human Resources including recruitment, budget accountability, training and development, benefits and compensation, and employee relations. The successful candidate will not only bring a requisite amount of human resources expertise, but also the leadership, business acumen, communication and organizational skills to effectively influence and implement numerous priorities across the organization.


This is a hands-on position requiring substantial HR experience in a growing company. Responsibilities include strategic planning and structuring, talent acquisition and retention, performance management, compensation, benefits and retirement plan administration, employee relations, and training and development. 

  • Work closely with the Recruiting Manager to conduct job analyses and write future job descriptions as well as full-life cycle recruiting efforts for all corporate positions. Develop and implement an onboarding and orientation program for new employees.
  • Conduct a yearly review of the employee handbook and policy manual to ensure it meets the requirement of changing laws and the needs of the organization.
  • Establish and maintain Affirmative Action plans and programs.
  • Establish and maintain a competitive benefits and compensation strategy; select and negotiate with benefits plan providers and maintain strong working relationships with the vendors.
  • Develop and execute a total compensation program. Frequently review best practices in benefits and compensation in comparable organizations.
  • Develop and implement training program aligned with employee and corporate goals.
  • Direct the employee performance management program, ensuring that managers are competent in assessing and evaluating employees and all employees receive respectful and effective performance appraisal on an annual basis.
  • Direct employee relations activities including investigations and remedial intervention efforts, balancing the needs of the affected employees and legal compliance considerations. Counsel and coach management and employees on corrective actions and performance issues proactively.
  • Continuously evaluate the cultural climate that may impact organizational performance and build a respectful and culturally diverse team.
  • Develop and implement employee programs to increase engagement and retention.
  • Coach and develop managers and team members, including the HR generalist.
  • Ensure compliance with FMLA, COBRA, and VETS-4212; ensure compliance with all state and federal laws and bring changes in regulations to the attention of the leadership that may affect company practices, policies, and/or proposal pricing; ensure completion of other legally required reports.
  • Perform quality control of payroll.


  • 7+ years of experience in Human Resources with 4+ years in a management capacity.
  • Government contracting experience required; experience working with a government contractor in the Intel community as a subk and a prime strongly preferred.
  • SPHR or SHRM-SCP certification strongly preferred.
  • Must have the ability to obtain a security clearance at the Secret level.

The ability to shift from thinking strategically and creatively to administering tactical HR programs and functions is critical to this role.
